How to get a building permit in Garland, TX
Step 1: Prepare your application
Collect the following before you apply (per the City’s submittal list):
- Garland building permit application
- Asbestos survey for all demolition work
- TDLR/TAS accessibility confirmation showing the project was submitted to TDLR (required when valuation > $50,000)
- Energy calculation sheet(s) demonstrating compliance with the adopted IECC (COMcheck or IC3 preferred)
- Cover sheet (project ID, occupancy type & use, occupant load, code analysis)
- Approved Site Plan (approved by Engineering as part of the Site Permit)
- Complete plan set:
- structural (floor plans, details, finish schedule, door/window & hardware schedules, interior elevations)
- exterior elevations (materials with % breakdown per elevation)
- mechanical plan (incl. damper type/location if applicable)
- electrical plan (if applicable)
- plumbing plan (if applicable)
- kitchen equipment plan (if applicable)
Building plans can’t be approved until civil (site) plans are approved by Engineering; after approval and the pre-con meeting, fees for the site permit and building permit can be paid and work may begin.
Note: All documents should be submitted on a USB in PDF format.
Step 2: Apply through the Garland permit portal
Create/sign in to Garland permit portal and submit your application, upload plans, and provide valuation. You can also reach the Commercial Building & Construction Permits hub from the City site if you need forms.
Step 3: Plan review and corrections
After you submit, the city reviews your application based on permit type. If revisions are needed, you’ll get a notification in your account with details to address before the review continues.
Note: Non-residential building plans typically take about 14 business days to review, while many smaller permits can be approved on the spot. See the city’s full review timelines here.
Step 4: Pay permit fees
Once your application is approved, the City will notify you to pay fees. Pay them through your account to receive your permit. Remember, Garland building permit fees are valuation-based and exclude a 25% processing fee due at submittal.
Step 5: Begin work and schedule inspections
After issuance, post the permit and schedule required inspections (foundation, framing, MEP rough-ins, final) from your online dashboard. Call 972-205-2300 to schedule the inspection (the line is available 24 hours).
